FENCE RULES – LAURENS (CITY), SOUTH CAROLINA

GOVERNANCE

FENCE PLACEMENT RULES

• Yards and Setbacks: The land use ordinance states that fences and walls may encroach into required yards and setbacks, subject to the fence and wall standards.

• Drainage Easements: Fences and walls may be installed within drainage easements where permitted by the easement holder, but the fence may not block or divert natural drainage flow onto or off any other property.

• Public Right-of-Way and City Property: The land use ordinance prohibits fences and walls within a public right-of-way or in areas to be dedicated for public right-of-way. • Utility Safety: South Carolina’s Underground Facility Damage Prevention Act requires the person responsible for excavation or demolition to notify the statewide notification center (SC 811) before digging. For standard excavation, notice must be provided not less than three (3) full working days before the proposed commencement date, excluding the day notice is given, weekends, and legal holidays. Notice expires fifteen (15) working days after the date of notice. South Carolina defines a “tolerance zone” that includes 24 inches on either side of the mark (plus half the facility diameter when known); mechanized excavation within the tolerance zone is restricted until the facility location is visually confirmed.

FENCE HEIGHT AND VISIBILITY RULES

• Height Measurement: Fence and wall height is measured from the lowest adjacent grade to the top of the fence or wall.

• Berms: The ordinance states that using a berm to increase a fence or wall height is prohibited, unless used in accordance with the ordinance’s transitional-zone provisions.

• Maximum Height, Front Yard: 4 feet.

• Maximum Height, Side or Rear Yard: 6 feet for residential uses.

• Corner Lots, Side-Street Facing Fence: In a front yard facing a side street, at least 20 feet behind the front facade (corner lots only), the maximum height is 6 feet for residential uses.

• Corner Lots, Side-Street Driveway Condition: Where driveway access is located on the side street, the fence or wall must either be set back a minimum of 15 feet from the side-street lot line or not exceed a height of 3 feet.

• Open Space Lot Frontage Treatment: 4 feet.

• Front-Yard Opacity: Fences in front yards are limited to a maximum of 60 percent opaque.

• Scenic Overlay District Fence Types and Heights: Within the scenic corridor setback (where the Scenic Overlay District standards apply), the ordinance limits fencing and walls to specified types and heights, including three-board horse fence (3.5 feet max, wood), four-or-more board horse fence (4.5 feet max, wood), picket fence (4 feet max, wood), and stone wall (4 feet, natural stone), with allowance for Planning Department approval of other fence or wall types as described in the ordinance.
